Pacific Gas & Electric had a systemwide Stage 2 high-linepack OFO with 1% tolerance for positive daily imbalances in place Sunday, but ended the order Monday.

Citing high linepack and high storage balances, Tennessee issued a systemwide Critical Day 1 OFO Alert that will take effect Tuesday. The alert requires customers under Rate Schedules LMS-MA and LMS-PA to keep actual deliveries into the system less than or equal to scheduled quantities plus 2% (or 1,000 dekatherms, whichever is greater) and actual takes out of the system greater than or equal to scheduled quantities minus 2% (or 1,000 dekatherms, whichever is greater). Volumes outside of the designated tolerance will be charged $5/Dth plus the applicable regional daily spot price. Pacific Gas & Electric extended Wednesday’s systemwide Stage 2 high-inventory OFO through Thursday but loosened the tolerance for positive daily imbalances from zero to 10%.

Pacific Gas & Electric set a stringent imbalance tolerance of zero in declaring a systemwide Stage 2 high-inventory OFO for Wednesday. Penalties are $1/Dth. The utility’s “System Inventory Status” section of its Pipe Ranger bulletin board projected Tuesday that linepack would be above maximum target levels from Wednesday through Sept. 19.

Zero tolerance for positive daily imbalances was in effect for Pacific Gas & Electric’s declaration of a systemwide Stage 2 high-inventory OFO for Saturday. Penalties were $1/Dth.

Pacific Gas & Electric declared a systemwide Stage 2 high-inventory OFO for Friday. It carried a relatively loose positive imbalance tolerance of 9% and penalties of $1/Dth.

Only a day after ending a systemwide high-inventory OFO, Pacific Gas & Electric issued a new one for Saturday. The latest order was classified as Stage 3 and carried penalties of $5/Dth for exceeding a positive imbalance tolerance of 4%.

Pacific Gas & Electric declared a systemwide Stage 2 high-inventory OFO for Thursday. The utility is allowing zero tolerance for positive imbalances and assessing penalties of $1/Dth for infractions.
