Pacific Gas & Electric set a stringent imbalance tolerance of zero in declaring a systemwide Stage 2 high-inventory OFO for Wednesday. Penalties are $1/Dth. The utility’s “System Inventory Status” section of its Pipe Ranger bulletin board projected Tuesday that linepack would be above maximum target levels from Wednesday through Sept. 19.

Texas Eastern said a lateral south of Baton Rouge, LA that ruptured early Monday (see Daily GPI, Sept. 16) was restored to service at 8:30 a.m. CDT Tuesday. The incident caused about 320 MMcf/d of upstream supplies to be shut in for a little less than a day, a spokeswoman said.

Due to unforeseen engine maintenance at Sandwich Compressor Station in the ML-6 segment, ANR said it must reduce total Southwest Mainline (SWML) capacity by 107 MMcf/d (leaving 565 MMcf/d available) Sept. 17-21. The pipeline’s previously scheduled SWML maintenance capacity reduction will then resume, cutting capacity by 44 MMcf/d (leaving 628 MMcf/d available) during the Sept. 22-Oct. 11 period.

Kern River said FERC had accepted a late March filing it made in response to customer requests about revising the pipeline’s pooling procedures, and that as of Monday all required changes were available in the RAPIDS nominations/bulletin board system. “The filing proposed to expand the number of existing supply and market area pools so receipt points that were not currently included in a supply area pool could be added to an appropriate supply area pool, and delivery points that were not currently included in a market area pool could be added to an appropriate market area pool,” it said. “Kern River also proposed to establish a new supply area pool at Goshen for Firm and AOS/Interruptible; and four new market area pools designated as Northern Utah, Central Utah, Southern Utah and Cal/Nev for Firm and AOS/Interruptible.” See the bulletin board for details of the changes.
