Constellation Energy Group reported Wednesday that Thomas V. Brooks has been named president of Constellation Power Source, the power marketing and risk management arm of Constellation’s merchant energy business. Prior to this appointment, he was Constellation Energy Group’s vice president of business development and strategy. Brooks succeeds Charles W. Shivery, who had been president and CEO of Constellation Power Source since its inception in 1997. Shivery was promoted to co-president of Constellation Energy Group in October 2000.

FERC Chairman Pat Wood III this week named Cynthia A. Marlette acting general counsel at the Commission, effective immediately, and also announced the appointment of Kevin F. Cadden to head the federal agency’s office of external affairs.

Williams’ gas pipeline unit has named Allison G. Bridges senior vice president of strategic marketing and James C. Moore senior vice president of group planning and development. Both will report to Cuba Wadlington Jr., Williams’ executive vice president and president and CEO of Williams Gas Pipeline. As senior vice president of strategic marketing, Williams said Bridges will continue to have responsibility for customer relations and business development for national accounts, service delivery and e-business initiatives for Williams’ gas pipeline unit. Bridges most recently served as vice president of strategic marketing. As senior vice president of group planning and development, Moore will continue to have responsibility for acquisitions and strategic planning for Williams’ gas pipeline unit. Over the past 24 years, he has held various positions of increasing responsibility, first at Transco and later Williams, in areas including accounting, gas transportation, gas analysis and business development, the company said.

Calpine Corp. reported on Friday that it has named Lawrence L. Izzo senior vice president. The company said Izzo will be responsible for technical support and construction of Calpine’s major natural gas pipelines and other gas infrastructure projects, international power projects and coal gasification projects. Izzo recently retired as president and CEO of Enron Engineering and Construction Company (EECC) and its subsidiary, National Energy Production Company (NEPCO). He was responsible for managing Enron’s worldwide engineering and construction operations. During his 11-year career there, Izzo was credited with creating and growing EECC and NEPCO to a 1,000-member international organization, completing many major power projects in domestic and international power markets.

NewPower Named Interim Pooler in GA

The NewPower Co. has been designated sole interim pooler for the Atlanta Gas Light (AGL) market by the Georgia Public Service Commission (PSC) for a one-year term starting in July. The interim pooler is a safeguard against bankruptcies for the 1.3 million gas customers in AGL’s territory the state, which has seen several marketers fail since AGL exited the gas merchant business two years ago. NewPower won the position over several other suppliers, including Infinite Energy and Georgia Natural Gas, after meeting certain criteria of the Public Service Commission.
