FERC Chairman Pat Wood III this week named Cynthia A. Marlette acting general counsel at the Commission, effective immediately, and also announced the appointment of Kevin F. Cadden to head the federal agency’s office of external affairs.

Marlette previously served as deputy general counsel under General Counsel Kevin Madden, who has left the Commission (see Daily GPI, Aug. 8). Prior to serving as deputy general counsel, Marlette was associate general counsel for Hydroelectric and Electric. Among other achievements, Marlette played a central role in helping FERC navigate its way through Order 888, which restructured the wholesale electricity industry. Marlette joined the Commission in 1979.

Cadden replaces Katie Hirning, who left the Commission earlier this year. Cadden served as communications manager of the Pennsylvania Public Utility Commission (PUC) from 1997 until joining FERC. Among other things, Cadden planned, managed and coordinated the PUC’s internal and external communications, media relations and public information and education programs. He joined the PUC in 1977.

“Ms. Marlette and Mr. Cadden have solid track records of achievement,” Wood commented. “I am delighted that they will be part of the FERC team as we tackle some of the most vital issues to confront America’s energy industries in several decades.”
