Citing low linepack, El Paso declared an Unauthorized Overpull Penalty situation that took effect Monday until further notice. The restricted operation at Guadalupe Station (see below) will limit or eliminate withdrawals from Washington Ranch Storage Field today, El Paso said.

Projecting linepack sinking below its minimum target levels over the next few days, Pacific Gas & Electric issued a systemwide Stage 3 low-inventory OFO for today. The OFO carries penalties of $5/Dth. The tolerance for negative daily imbalances is minus 2%.

Saying its overall linepack was low because Tropical Storm Barry had “significantly affected receipt gas” and market area demand was strong, Florida Gas Transmission issued an Overage Alert Day for Monday’s gas day with a 10% tolerance for negative daily imbalances.

Florida Gas Transmission discontinued an Overage Alert Day notice Wednesday, saying total linepack and operating conditions had improved.
