Saying linepack had stabilized, El Paso canceled Friday an Overpull Penalty Alert that had been issued Wednesday morning. While the OFO was still in place, El Paso postponed repairs on the Dilkon Station’s B turbine until next week. The pipeline had expected to begin the work, which will cause a 30 MMcf/d reduction of North Mainline capacity, last Wednesday.

Continuing to experience high linepack due to overproduction, low systemwide demand and limited storage injection capacity, Tennessee said it expects to keep the OFO Balancing Alert that took effect Saturday (see Daily GPI, Nov. 19) in place until at least next Monday.

Tennessee Gas Pipeline issued an operational flow order starting for Saturday’s flow because of high system linepack due to over production, reduced demand and limited storage injection capacity. The pipeline said it has limited ability to absorb operational imbalances. In order to maintain system integrity, effective 9 a.m. on Saturday it is issuing a systemwide OFO balancing alert pursuant to Article VIII, Section 2 of its General Terms and Conditions. Customers under rate schedules LMS-MA and LMS-PA (including SA’s) are required to keep actual daily deliveries into the system less than or equal to scheduled quantities plus 2% (or 500 Dth, whichever is greater) and actual daily takes out of the system greater than or equal to scheduled quantities minus 2% (or 500 Dth, whichever is greater). Customers will be charged $15/Dth plus the applicable regional daily spot price for each dekatherm of gas outside of the designated tolerance. Penalties will not apply to customers who underdeliver into the system or over take out of the system. If balancing parties wish to pay back gas to Tennessee, they are required to nominate and schedule the payback to the pipeline. Tennessee will inform customers by EBB when the OFO will be lifted.

Saying its capacity is fully utilized, warmer weather is being experienced in the market area and overall linepack is lower, Florida Gas Transmission issued an Overage Alert Day notice Monday with 15% tolerance for negative daily imbalances.

Expecting linepack to exceed its maximum target levels over the weekend, Pacific Gas & Electric issued a systemwide high-inventory OFO for Saturday. The order had $5/Dth penalties for positive daily imbalances exceeding a 6% tolerance.

Citing fully used capacity, warmer weather in its market area and lower overall linepack, Florida Gas Transmission issued Tuesday an Overage Alert Day notice with 10% tolerance for negative daily imbalances.
