Linepack

After warning Thursday that one might become necessary, El Paso on Friday declared a systemwide Strained Operating Condition due to high linepack. The tolerance for positive daily imbalances was set at 10%.

Gulfstream ended Thursday morning the Operations Advisory it had issued on Dec. 2 due to high linepack.

Southwest Gas issued a Hold Burn to Scheduled Quantities notice, effective Monday, due to a low-linepack Alert Day that was declared by upstream pipeline Transwestern that afternoon (see Daily GPI, Dec. 6a). Southwest said it did not plan on flowing any gas from Transwestern for Monday’s gas day and therefore did not declare an OFO, but would issue an OFO “should this situation change.”

Southern California Gas did not extend a high-linepack OFO beyond Saturday.

Southern California Gas declared a high-linepack OFO for Saturday, setting a 10% tolerance for positive daily imbalances on deliveries into its system.

Southern canceled Monday the Type 6 OFO for long imbalances that it had implemented last Wednesday.

El Paso warned shippers of a potential Strained Operating Condition (SOC) being declared due to high linepack caused by actual takes below scheduled deliveries and supply basin receipts in excess of scheduled volumes. The Washington Range storage facility is in maximum injection mode, El Paso said, and it has contacted two points about their actual takes versus scheduled volumes and the possibility of them being subjected to a location-specific SOC.

Based on recent low linepack resulting from actual receipts into the system exceeded actual deliveries out of it, Gulfstream issued an Action Alert Monday requiring that positive imbalances not exceed 10% (or 1,000 Dth, whichever is greater). The alert will remain in effect until further notice.
