Citing low linepack, El Paso declared an Unauthorized Overpull Penalty situation that took effect Monday until further notice. The restricted operation at Guadalupe Station (see below) will limit or eliminate withdrawals from Washington Ranch Storage Field today, El Paso said.

Florida Gas Transmission issued an Overage Alert Day notice for its market area Monday with 15% tolerance for negative daily imbalances. An OAD that had begun last Tuesday lasted through Saturday but was lifted Sunday.

Transwestern reported experiencing a force majeure event due to a mechanical problem early Sunday afternoon at the Gallup (NM) Station on the San Juan Lateral. The station’s single compressor unit is down as teams evaluate the situation. As a precautionary measure for the gas days of Monday and today, Transwestern reduced San Juan Lateral capacity from 850,000 to about 800,000 MMBtu/d and mainline Thoreau West System capacity from 1,090,000 to about 975,000 MMBtu/d.

El Paso said its Guadalupe Turbine Station is experiencing high inlet scrubber differential pressure and must be taken down today to replace the scrubber filters. Capacity through the Pecos River Station was cut by 50 MMcf/d to 850 MMcf/d effective with Sunday’s Cycle 4 scheduling to allow continued operation of the turbine until the scheduled service begins. Pecos River capacity will be cut to 660 MMcf/d today until completion of the work, which is expected to occur Wednesday.

Using an in-line inspection report, Foothills Pipelines has recently determined specific dig locations on its 36-inch Foothills BC M/L Loop in British Columbia. Due to the challenging location of two sites, an originally scheduled four-day outage from Aug. 31 to Sept. 3 has been extended to last through Sept. 6. The Alberta/BC Border receipt capability during this work will be about 2,189 MMcf/d.

Sonat has been notified that the Enterprise-operated Toca I and Toca II processing plants in southeastern Louisiana will be shut down for maintenance for at least a week during September. Tentatively the work is scheduled to start Saturday, Sept. 15. The pipeline reminded shippers that with both Toca plants out of service, they need to monitor closely the hydrocarbon content of their gas to minimize the likelihood of liquids condensation in their facilities. Several courses of action are available. Sonat said it has confirmed that the Western-operated plant at Toca intends to be operating while the Enterprise plants are down. A second option exists for supplies connected to both the Sonat and Tennessee systems. Such gas may be delivered initially to Tennessee for processing at the Yscloskey plant and then redelivered into Sonat. Shippers unable to secure either of these options may purchase gas from sources that do not require processing. “Working storage levels in both the Muldon [MS] and Bear Creek [LA] fields are well ahead of historical levels at this time in the injection cycle, and using the storage fields as a supply source” would help insure that the system’s overall hydrocarbon content remains at proper levels, Sonat said. The pipeline anticipates that substantial quantities of gas will continue to be received upstream of Toca, so to reduce the hydrocarbon content of this gas as much as possible, Sonat plans to operate its dehydration plant at Toca at maximum levels during the processing plant outages.
