Electric Utilities Get High Marks in Y2K Test

The lights didn’t go out in Georgia or anywhere else in NorthAmerica during an industry-wide testing of electric utility systemsfor potential computer glitches that could mar the transition tothe new millennium, according to officials with the North AmericanElectric Reliability Council (NERC).

After warning shippers Wednesday that one was possible, FloridaGas Transmission issued an Overage Alert Day notice for Thursday’sgas day due to high market-area demand. The notice has a 6%tolerance for daily negative imbalances and covers the system eastof Station 12 (Santa Rosa County in the Florida Panhandle). Thepipeline will re-evaluate conditions this morning before decidingwhether to extend the notice.

After a string of high-inventory OFOs this summer, usually onweekends but occasionally on a weekday, Pacific Gas & Electriccame up with a new wrinkle Tuesday: a low-inventory OFO takingeffect today with a 3% tolerance for negative daily imbalances. Theutility projected that its linepack would remain below targetlevels through Friday.

Pacific Gas & Electric continued a high-inventory OFO thatbegan Saturday (see Daily GPI, Aug. 16)through Monday, tightening an initial tolerance of 5% for positivedaily imbalances to 2% Sunday and then loosening it again to 5%Monday. No OFO is in effect today.

Above-target linepack was projectedthrough today. PG&E’s neighbor to the south, Southern CaliforniaGas, declared a similar Overnominations Day for Saturday but had a 10%imbalance tolerance.
