Transportation Notes

Tennessee Gas Pipeline declared a force majeure event Thursday for meters on its 24-inch line in the area of Eugene Island 240 to repair a pipeline leak. About 12 meters were shut in as a result. The company also declared a force majeure event for meters on the 26-inch line between Ship Shoal 198 and Station 523, Cocodrie (Blue Water East Leg) in order to repair damage to the sub-sea flange at Ship Shoal 157. The outage is expect to last until Saturday’s gas day.

LDCs, Intrastate Pipes Frown on Proposed Reporting of Daily Storage Data

Most natural gas distributors and intrastate gas pipelines said they would be opposed to any FERC requirement calling for owners and operators of gas storage facilities to electronically post their storage inventory levels from the prior day. They contend that the public disclosure of their storage data on a daily basis would leave them and their customers vulnerable to higher prices.

TGT’s Airways Delivery Meter Station to the Memphis Light Gas and Water citygate is out of service through May 31 for facility modifications. Tennessee Valley Authority’s Allen Power Plant is served through the station.

Transportation Notes

As part of Evening Cycle scheduling for Friday’s gas day, Tennessee said it anticipated adjusting each Zone 0 100 Leg Supply Aggregation Contract to a tolerance of 100 dekatherms. Pool receipts and deliveries will be adjusted based on rankings provided in the contract, the pipeline said. It also urged Zone 1 100 Leg Supply Aggregation customers to review their pool imbalances for Friday and resolve any exceeding the 100-dekatherm limit by Cycle 1 scheduling in order to avoid having those adjusted.

Transportation Notes

Citing continued extremely cold temperatures in its market area, Tennessee said an OFO Balancing Alert would take effect at 9 p.m. CST Wednesday until further notice for all LMS-MA balancing parties with meters located in Zones 5 and 6 (including the 200 and 300 lines). “These Balancing Party Contracts are required to maintain an actual daily flow that does not exceed the greater of 500 [dekatherms] or 2% of scheduled quantities,” the bulletin board posting said. A penalty of $15 “plus the applicable Regional Daily Spot price” per dekatherm will be assessed on imbalances in excess of the tolerance level.

East Tennessee Natural Gas expected to complete final steps towards placement of the Patriot Extension facilities into service Thursday afternoon and thus was accepting nominations for Friday gas flow on Patriot. The project’s service start-up was delayed from last week’s projection of this past Tuesday (see Daily GPI, Nov. 14).

Transportation Notes

Citing weather conditions, Tennessee postponed the completion date of a 526A-600 Line outage to next Wednesday. Physical flows at six offshore meters have been suspended during the outage.
