Saying it continues to experience high due-shipper imbalances, East Tennessee Natural Gas (ETNG) issued a customer-specific Action Alert OFO that will take effect Thursday. Depending on operating conditions, ETNG said it may be required to expand the customer-specific OFO to a systemwide one. “This OFO does not affect the ability of ETNG to receive or deliver quantities of gas for scheduled nominations to any customer, storage field or pipeline,” ETNG said. “During the effectiveness of this OFO, the notified balancing parties must be balanced such that actual deliveries of gas out of the system must be greater than or equal to scheduled deliveries out of the system.”

Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Wednesday. The OFO carried penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Tennessee declared a force majeure event Thursday in connection with a leak on its 527A-100 Line offshore Louisiana. See the bulletin board for a list of 12 meters that were required to shut in until leak repairs are completed.

Flows were allowed to resume at three meters Thursday after Tennessee lifted the force majeure that had been declared a week earlier for the West Delta 527A-300 Line due to a leak (see Daily GPI, April 16).

East Tennessee Gives Appalachian Producers New Market Access

Providing a new outlet for Appalachian Basin gas production, Duke Energy Gas Transmission’s (DEGT) East Tennessee Natural Gas LLC (ETNG) placed into service its 32-mile Jewell Ridge pipeline project, which will transport up to 235,000 Dth/d of production from CNX Gas Corp. and other Appalachian natural gas producers to customers in the growing southeastern and Mid Atlantic markets.

Prices Keep Rising at Nearly All Points

Only the two El Paso-San Juan pools and Tennessee Zone 6 in New England failed to continue rising Thursday. All other points were up anywhere from a nickel to a little more than half a dollar as the cash market derived support from a strong prior-day screen, another net weekly storage withdrawal being reported and high heat across the southern U.S. slowly spreading northward.

Tennessee said Thursday it will be required to restrict interruptible storage injections, including FS-AO, Park and Loan Payback services, across its system for the gas days of Saturday through Monday.
