Transportation Notes

There were no injuries or fire when a rupture occurred early Thursday morning on Tennessee’s 30-inch diameter line near the town of Halfway in Allen County, KY, about 70 miles north of Nashville, TN. Up to 200 residents in the area were evacuated temporarily but had returned to their homes shortly after daybreak Thursday, a pipeline spokesman said. The affected section was closed off quickly, and no services were interrupted, he added.

Due to high linepack and in order to maintain operational integrity, Tennessee Gas issued a Critical Day 1 operational flow order on Friday for Saturday’s flow for all LMS-PA balancing parties and LMS-MA balancing parties with meters located in Zone 0. Shippers were required to maintain an actual daily flow rate not exceeding a tolerance of 2% of scheduled quantities or 1,000 Dths, whichever is greater. Violators were to be charged $5.00 plus the applicable regional daily spot price per dekatherm for overdeliveries and undertakes.

Tennessee Gas Pipeline said that due to nominations in excess of the available capacity it anticipates the restrictions Tuesday at the Niagara River Meter. It anticipates restricting through 58% of supply to market secondary out of the path nominations sourced from the Niagara River Meter. It will not accept any supply to market increases sourced from the Niagara River Meter and also will not accept any supply to market increases into the Zone 0/100 leg pool.

Maritimes & Northeast (M&N) deliveries into Tennessee at Dracut, MA were cut to zero for the gas days of Thursday and Friday and presumably will remain that way into the weekend due to processing problems at the Goldboro Gas Plant in Halifax, NS. Alan Jeffers of ExxonMobil Canada, the operator of Sable Offshore Energy Project (SOEP), said SOEP supplies into M&N had been reduced about 40% to 245 MMcf/d (from 400 MMcf/d normally). “Goldboro hopes to have the problem resolved in the next several days,” Jeffers said. A Northeast marketer said he understood Goldboro was having problems with its glycol processes, but Jeffers was unable to confirm that.

Tennessee reported identifying a leak on the 500-1 line at valve 526-1A, and effective Sunday morning had required two Lake Washington Dehydration meters (#010555 and #101596) to shut in until further notice. Shippers accessing those meters were allowed to keep nominations in place for Monday’s gas day, but were required to reduce their nominations to zero for Tuesday’s Timely Cycle nominations. The pipeline declared a force majeure in conjunction with the event.

Tennessee declared a force majeure event Friday afternoon for meters on its 524C-600 Line due to a leak. The South Timbalier 54 meter offshore Louisiana was shut in for the duration of repairs, which was undetermined at that point.

Subject to weather conditions, Tennessee will require that physical flow be suspended at 20 Ship Shoal and two South Pelto meters for about five to seven days starting Friday in order to allow repair of a leak near Ship Shoal 157 on Line 523M-100, the 26-inch line between Ship Shoal 198 and Station 523 at Cocodrie, LA. Production impacted by this outage is estimated at 81,000 Dth/d.
