Transportation Notes

Saying it had received warming temperature forecasts for the Zone EF market area, Northern Natural Gas lifted a System Overrun Limitation (SOL) for that segment Sunday. However, with single-digit system weighted temperatures and below-zero low temperatures at most reporting stations in the market area upcoming, the pipeline issued a new SOL for Tuesday in all market-area zones (ABC, D and EF).

Northwest lifted its remaining Overrun Entitlement (see Daily GPI, Jan. 18) Saturday. The pipeline thanked customers for securing more Canadian supply and encouraged the continuation of this trend in order to avoid OFOs.

Transportation Notes

Northwest declared a Stage II (8% imbalance tolerance) Unauthorized Overrun Entitlement for all Receiving Party customers located north of the Kemmerer (WY) Compressor Station, effective Friday until further notice. Northwest said it declared the entitlement “in an effort to maintain its Jackson Prairie storage balance during the extremely cold weather forecast for the Pacific Northwest over the next few days.” In addition to urging customers to stay in balance, Northwest also asked customers who owe gas to the pipeline north of Kemmerer to arrange paybacks as soon as possible.

As a sign of some stabilization of a declining Jackson Prairie storage account balance, Northwest revised its Unauthorized Overrun Entitlement (see Daily GPI, Dec. 9) from a Stage I (at 3% imbalance tolerance) to a Stage III (13%) until further notice Monday. The entitlement affects all Receiving Party customers north of the Kemmerer (WY) Compressor Station. “To avoid penalties and a potential OFO through the Green River and Kemmerer Compressor Stations, Northwest requests your immediate cooperation and assistance to stay within your scheduled volumes by bringing on additional supplies north of Kemmerer,” the pipeline told customers, adding that it appreciated their quick response to its request to pay back imbalances owed to Northwest north of Kemmerer this past week. Customers who still owe gas to Northwest north of Kemmerer were encouraged to make payback arrangements as soon as possible. A suspension of Northwest deliveries to a CIG interconnect due to a line rupture late last week about 22 miles south of the Green River Compressor Station (see Daily GPI, Dec. 9) remained in effect Monday with no prognosis for restoration of service provided.

Transportation Notes

Northern Natural Gas (NNG) declared a System Overrun Limitation for all delivery points east of the Belleville (WI) Compressor Station for Friday’s gas day, citing operational conditions that may hinder its ability to serve firm obligations at the affected points. A spokesman explained that the SOL was called due to customer overtakes that were causing pipeline pressures to drop east of Belleville. The System Management Service percentage, which normally allows some leeway for overtakes in the absence of an SOL, will be zero for all points east of Belleville. Also, due to operational conditions, NNG was not accepting nominations to increase deliveries to the affected delivery points during the final 8 a.m. nomination process for Friday flows.
