Northwest declared a Stage II (8% imbalance tolerance) Unauthorized Overrun Entitlement for all Receiving Party customers located north of the Kemmerer (WY) Compressor Station, effective Friday until further notice. Northwest said it declared the entitlement “in an effort to maintain its Jackson Prairie storage balance during the extremely cold weather forecast for the Pacific Northwest over the next few days.” In addition to urging customers to stay in balance, Northwest also asked customers who owe gas to the pipeline north of Kemmerer to arrange paybacks as soon as possible.

Due to cold weather in its service territory, MRT said a System Protection Warning will become effective Saturday. See the bulletin board for specific conditions of the warning.

With sub-freezing temperatures projected throughout its field zone receipt area, Panhandle Eastern said Thursday it anticipates some wellhead freeze-offs. If production in the field zone is reduced or shut in, Panhandle said, beginning Friday it will only schedule delivery nominations to match confirmed receipts. Shippers and pooling parties were reminded to provide rankings on their nominations. Operators must notify the pipeline immediately when their production is either reduced or reinstated, Panhandle said, adding that personnel would be available to take intraday nominations after normal business hours.

The operator of the Lowry Plant in South Louisiana, Targa Midstream, has informed Tennessee of a compression issue at the plant requiring maintenance. As a result, Tennessee anticipates restricting about 37% of scheduled quantities at the Lowry Plant meter starting Friday. The maintenance is expected to last five days.

Scheduled maintenance on the Jenner Compressor Station’s #1 unit has been completed and the unit returned to fully operational status, thus ending potential IT restrictions at the Alberta East Gate (see Daily GPI, Feb. 13), NOVA said Thursday.
