Questar’s Overthrust Pipeline notified FERC Thursday that it has completed construction of its entire Wamsutter Expansion Project in Wyoming and the facilities are now available for service.

Transportation Notes

Northwest notified shippers of a Declared Deficiency Period at the Muddy Creek South Constraint Point that took effect Thursday in connection with an anomaly investigation just south of Muddy Creek Compressor Station (see Daily GPI, Aug. 16). Primary firm nomination requests through the constraint point have exceeded the available capacity of 160,000 Dth/d, Northwest said. Based on a design capacity of 513,000 Dth/d, the Daily Deficiency Volume is 353,000 Dth/d, it added. The Deficiency Period was expected to last for a maximum of 72 hours. The Deficiency Period at the Muddy Creek South Constraint Point allowed the pipeline to end a separate Deficiency Period at Caldwell Compressor Station even though a unit inspection at Caldwell will continue through Thursday.

With 90-degree weather forecasted in Florida Monday, Florida Gas Transmission notified market-area customers of the issuance of an Overage Alert Day at 25% tolerance. FGT said it would not interrupt previously scheduled market-area ITS-1 service for Monday’s gas day.

Exelon Proposes Third New Nuke Project in Texas

A third proposal has surfaced to build a new nuclear facility in Texas. Exelon Generation on Friday notified the Nuclear Regulatory Commission (NRC) that it has begun the process to obtain a combined construction and operating license (COL) to build a nuclear plant in the state at an as-yet unnamed location.

Transportation Notes

ANR notified its interruptible storage customers under Rate Schedules DDS and MBS that they must reduce their remaining inventory to zero by Oct. 31. ANR will continue to allow infield transfers to and from DDS and MBS accounts if the transfers do not cause account balances to exceed 35% of their June 14 allocated balance, as long as the accounts are emptied by Oct. 31. A daily restriction on interruptible injections that was implemented June 12 (see Daily GPI, June 13) remains in effect until further notice, ANR said.

Transportation Notes

Northwest notified shippers Tuesday of a Declared Deficiency Period at the Green River South constraint point that it said could last through Thursday. Northwest had scheduled installation of pigging facilities on a section of the mainline near Green River South to begin Tuesday (see Daily GPI, July 20), and during the outage operational capacity through the constraint point is zero.

El Paso Says BP Does Not Plan to Resume Operation of LA Processing Plant

El Paso Corp.’s Tennessee Gas Pipeline said it has been notified that BP America Production does not plan to resume operation of its Grand Chenier gas processing plant in southwestern Louisiana that was severely damaged by the Gulf Coast hurricanes last summer.

Transportation Notes

Emulating actions it took earlier in the week (see Daily GPI, Nov. 16), Pacific Gas & Electric late Thursday afternoon notified shippers that a customer-specific high-inventory OFO would be in place Friday and then expanded it to a systemwide Stage 3 high-inventory OFO for Saturday. The Stage 3 order carried penalties of $5/Dth for exceeding a 10% tolerance on positive daily imbalances.
