Emulating actions it took earlier in the week (see Daily GPI, Nov. 16), Pacific Gas & Electric late Thursday afternoon notified shippers that a customer-specific high-inventory OFO would be in place Friday and then expanded it to a systemwide Stage 3 high-inventory OFO for Saturday. The Stage 3 order carried penalties of $5/Dth for exceeding a 10% tolerance on positive daily imbalances.

To accommodate shut-in production in the Venice, LA area, Texas Eastern said it is temporarily waiving the gas quality standards under Section 5 of its General Terms and Conditions for shippers. As of Saturday and until the activation of an interconnection with Discovery Gas Transmission at Larose, LA, which is expected to occur by Nov. 30, “such standards will be waived for all pipelines upstream of the Larose Compressor Station so long as the gas does not create volatility of gas quality to a degree that would adversely impact the pipeline’s physical facilities or system operations,” Texas Eastern said. “In addition, for all pipelines upstream of the Larose Compressor Station, Texas Eastern is allowing above 0.2 gallons per thousand C5+ gas into this system with the provision that the free liquids are removed at the first downstream slug catcher. Texas Eastern is allowing above 7.0 lb/MMscf water vapor into the system with the provision that the gas will be dehydrated at the first downstream dehydration facility.”

Citing operational conditions, Trunkline said Friday it was not accepting nominations at the NGPL Lakeside location for the Nov. 19-21 gas days.

ANR initiated Friday a package Net Present Value (NPV) open season for firm capacity under rate schedules FTS-1 and FTS-2 that will run through 2 p.m. CST Nov. 30. ANR has about 29,000 Dth/d of capacity available for the April 1-Oct. 31 period in 2006. Flows would be from receipt points at the SW Headstation to delivery points in its SW, ML5, ML6, SE, ML2, ML3 (excluding delivery points on the Lebanon Lateral), and ML7 segments. It also is offering about 50,000 Dth/d of capacity from receipt points at the SE Headstation to the ML2, ML3 (excluding delivery points on the Lebanon Lateral), SW, ML5, ML6, and ML7 segments.
