Sonat reported being notified that Enterprise Operating Partners LLC is delaying until further notice an outage of its Toca 1 processing plant in southeast Louisiana. The outage had previously been set to begin April 17 and last two to three weeks (see Daily GPI, April 8). Sonat planned to post a message about new PVR loss percentages on its bulletin board last Friday.

Recalling an Oct. 31, 2003 letter in which Texas Eastern notified firm storage customers that it would monitor their activity and, if necessary, issue customer-specific OFOs to those who exceeded recommended maximum withdrawal limits, the pipeline said it had issued such OFOs “at the end of each withdrawal period throughout the winter of 2003/2004.” The orders remained in effect unless specifically canceled by Texas Eastern when customers injected the required volumes to bring them back into compliance with the storage tariff. However, Texas Eastern said it canceled all individual OFOs Monday after having “determined that based on current inventory levels and forecast withdrawals, the individual storage OFOs are no longer necessary to preserve storage deliverability to meet firm withdrawal entitlements.”

Columbia Gas notified FSS (Firm Storage Service) customers that it has waived for February a section of the rate schedule requiring a 10% minimum withdrawal of their SCQ (Storage Contract Quantity).

Maritimes to Pull Application for Phase IV Expansion of System

Maritimes & Northeast Pipeline LLC notified FERC last Wednesday that it will withdraw its application to double the capacity of its system in New England in light of the fact that Canadian regulatory review of an upstream supply project that was to anchor the pipe expansion — EnCana Energy Services Inc.’s Deep Panuke natural gas development project offshore Nova Scotia — has been discontinued indefinitely.

Texas Storage Facility to Turn Off Spigot to Tractebel, Cites Credit Risk

Hill-Lake Gas Storage LP, a West Texas storage facility owned by Falcon Gas Storage, has notified Tractebel Energy Marketing Inc. (TEMI) that it plans to shut off natural gas storage service to the marketer effective Thursday and has put a lien on TEMI’s gas in storage for allegedly failing to comply with the creditworthiness requirements of its contract, a top Falcon Gas official said.
