Northwest notified shippers that due to the current shut-in of Questar’s Clay Basin storage facility (see Daily GPI, Oct. 8) and the need to protect its own Jackson Prairie storage account for the upcoming winter season, “Northwest is no longer able to mitigate the overscheduling of Kemmerer” Compressor Station. Thus a recall advisory and realignment OFO were to become effective Saturday (Oct. 11) until further notice, Northwest said. It will issue the daily OFO obligations to affected parties if the primary firm scheduled quantity through Kemmerer is above the design capacity of 655,000 Dth/d. Shippers with OFO obligations must realign nominations from receipt points south of Kemmerer to receipt points north of Kemmerer, “or may elect to voluntarily reduce their nominations through Kemmerer by the OFO volume or take other mutually agreeable action to alleviate the problem,” the pipeline added.

End in Sight for Puget Sound Merger

The investor consortium seeking to buy Puget Sound Energy (PSE) said last Wednesday that the Washington Utilities and Transportation Commission (WUTC) has notified all parties in the case that a final step in the regulatory process — the filing of reply briefs — is scheduled for Oct. 23, after which the state regulatory panel can make its final determination. That is the last remaining regulatory approval needed to close the $7.4 billion deal.

Puget Sound Merger Nears Final Decision

The investor consortium seeking to buy Puget Sound Energy (PSE) said Wednesday that the Washington Utilities and Transportation Commission (WUTC) has notified all parties in the case that a final step in the regulatory process — the filing of reply briefs — is scheduled for Oct. 23, after which the state regulatory panel can make its final determination. That is the last remaining regulatory approval needed to close the $7.4 billion deal.

Regulators to Enforce Stricter Rules for Producers in Marcellus

The Susquehanna River Basin Commission (SRBC), an independent interstate compact agency, has notified natural gas producers of its intent to enforce stricter regulations with respect to the use of water to develop wells in the Marcellus, Utica and other shale formations in the Susquehanna watershed in Pennsylvania and New York. The Pennsylvania Department of Environmental Protection (DEP) also has gotten tougher, requiring producers to submit water management plans as part of their applications for drilling permits.

Golden Triangle Halts Work on Storage Site Due to Violations

AGL Resources’ Golden Triangle Storage Inc. (GTS) subsidiary has notified FERC that it has halted construction at its storage site due to noncompliance with the agency’s conditions in its certificate order. The company said it has taken corrective actions and has asked FERC’s Office of Energy Projects (OEP) for permission to resume construction in limited areas — the brine line and disposal sites areas.

Transportation Notes

Because Primary firm nomination requests through the Cisco Compressor Station have exceeded the available capacity of 276,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that began Tuesday. The station is undergoing a turbine changeout that reduces its capacity from the normal 359,000 Dth/d (see Daily GPI, March 4). Based on the design capacity of 359,000 Dth/d, the Daily Deficiency Volume is 83,000 Dth, Northwest said. The Declared Deficiency Period is expected to last through the end of Thursday’s gas day.

FERC Suspends Processing on Long Beach, CA, LNG Project

FERC notified the backers of a proposed liquefied natural gas (LNG) receiving terminal in the Port of Long Beach, CA, Monday that it was suspending its application, based on the proponents’ lack of a lease for the proposed site in the port, which combined with adjacent Los Angeles Harbor comprises the busiest port in the United States.

Southern Trails Sells Pipe Facilities to SoCalGas

Questar Southern Trails Pipeline Monday notified FERC that it has sold a 45.5-mile segment of its inactive 209-mile West Zone facilities to Southern California Gas for an undisclosed amount.
