Noting that freezing temperatures were being forecasted for the northern half of Florida through at least Monday night and that its total linepack was down, Florida Gas Transmission initiated a new Overage Alert Day notice for market-area customers Sunday with 20% tolerance for negative daily imbalances Sunday. The notice was kept in place Monday with tolerance tightened to 10%.

Florida Gas Transmission kept an Overage Alert Day notice affecting its market-area customers in place Wednesday but loosened the tolerance for negative daily imbalances from 15% to 25%.

Sonat implemented an OFO Type 6 for short imbalances effective Monday until further notice. Tiered penalties apply to customers falling short of scheduled receipts by 2% or 200 dekatherms, whichever is greater. Those running long imbalances will not be penalized.

Dominion told shippers that effective with the start of Tuesday’s gas day, there will be no interruptible or secondary capacity available at the following delivery points until further notice: Corning Natural Gas, New York State Electric and Gas, Rochester Gas & Electric, Niagara Mohawk, Fillmore Gas and National Fuel Gas Distribution. Dominion said the reason for this action is “due to the anticipated weather forecasts [and] the duration of these forecasts, as well as the anticipated corresponding firm load requirements.”

Starting Friday, Panhandle Eastern will limit deliveries under Rate Schedules EFT and EIT during any hour of the gas day to one-sixteenth of the amount nominated at the delivery point. Enforcement of this tariff provision is a result of the extreme cold weather and will continue until Jan. 19 or until pipeline conditions allow the restriction to be lifted, Panhandle Eastern said. In addition, Rate Schedule FT and IT flows will be limited during any hour of the gas day to one-twenty-fourth of the gas nominated at the delivery point.

Gulf South declared force majeure conditions Tuesday when it began unscheduled maintenance on its Index 381-23 segment that will last until further notice. The pipeline said the work will affect its abilities to make deliveries at the Vicksburg, MS citygate.

Citing projected cold weather later this week and anticipated load requirements, Dominion said a System Wide Alert will take effect Thursday. All customers should monitor hourly deliveries from Dominion and act to minimize hourly variances in those deliveries in an effort to avoid further action by the pipeline, it said.
