Transportation Notes
Noting that freezing temperatures were being forecasted for the northern half of Florida through at least Monday night and that its total linepack was down, Florida Gas Transmission initiated a new Overage Alert Day notice for market-area customers Sunday with 20% tolerance for negative daily imbalances Sunday. The notice was kept in place Monday with tolerance tightened to 10%.
Sonat implemented Sunday an OFO Type 6 for short imbalances on its contiguous system. Tiered penalties started at $1/Dth for imbalances exceeding 2% or 200 dekatherms, whichever is greater. Sonat also reported that repairs are continuing on the South Pass 60 Pipeline, which was damaged by Hurricane Ivan last September. Testing of the line is now projected to start Wednesday and continue at least through Saturday, Feb. 5, during which Sonat will not be able to receive gas at Main Pass 116. The testing previously had been set to begin last Friday (see Daily GPI, Jan. 13) but was delayed by inclement offshore weather.
MRT planned to cancel a System Protection Warning at the start of Tuesday’s gas day. The warning had been implemented Saturday.
East Tennessee Natural Gas said all restrictions and Action Alert OFOs currently in place would be lifted at the start of Tuesday’s gas day.
Kern River posted for competitive bid three packages of KRF-1 firm incremental 2003 Expansion capacity. All three have Opal as the primary receipt point. Packages of 77,103 Dth/d and 4,000 Dth/d have Daggett-PG&E as the primary delivery point, while the third for 12,897 Dth/d has Wheeler-SoCal as the primary delivery point. All capacity will become available March 1. The pipeline is taking bids through Feb. 16, and said acceptance of a bid will constitute a binding agreement between it and the bidder.
