Northwest declared a Stage III entitlement with 13% tolerance for overruns for receiving parties located north of the Kemmerer (WY) Compressor Station, effective Friday until further notice. The pipeline noted that weather in its market area “is extremely cold and predicted to remain cold over the next week” and that due to extreme drafting its Jackson Prairie storage account had dropped from 2.5 Bcf to 1.7 Bcf, “even with the assistance of a few customers realigning their supplies.”

Transportation Notes

Gulf South said Wednesday it was initiating unscheduled maintenance on Unit #2 at its Opelousas (LA) Compressor Station that would continue until further notice. Up to 125 MMcf/d of station capacity could be curtailed. Also, Gulf South will begin scheduled maintenance on its Bistineau (LA) Compressor Station’s Unit #3 Thursday that will last until further notice. Injections into Bistineau Storage could be affected as much as 125 MMcf/d during this project. All additional units at the Bistineau Compressor Station are available. And beginning next Tuesday at 7 a.m. CST and continuing for about 48 hours, Gulf South will perform scheduled maintenance on Index 8, its 12-inch line between Longview and Tyler in East Texas. The work constitutes a force majeure event and will affect Gulf South’s ability to provide service to 10 locations, the pipeline said. There are also five single farm taps that will be affected.

Northern Natural Gas did not extend a System Overrun Limitation day for market-area Zone E/F beyond Tuesday, but it declared a new SOL for Wednesday in the Zone A/B/C area due to forecasted minimum temperatures of below zero.

While many pipelines had holiday weekend restrictions in place to deal with extra-cold weather, it was a different situation for Florida Gas Transmission. Saying market area temperatures were forecasted to be mild and linepack was higher, FGT issued an Underage Alert Day notice Thursday with 20% tolerance for positive daily imbalances.

CenterPoint implemented an Operational Alert Wednesday, saying that based on the weather forecast for its service area and in order for it to maximize storage deliverability for Rate Schedules FT and NNTS customers, CenterPoint will not schedule interruptible receipts from the West 1 and West 2 Pooling Areas, and will only schedule secondary receipts from those pooling areas to the extent that they alleviate capacity constraints or are consistent with firm entitlements. Due to below-zero minimum temperatures spreading to all of its market area zones, Northern Natural Gas is applying a System Overrun Limitation day notice that previously had been confined to Zone E/F to all three zones (ABC, D and E/F) Wednesday.

Florida Gas Transmission let last week’s Overage Alert Day notices lapse Saturday, then implemented new ones Sunday and Monday. Monday’s tolerance for negative daily imbalances was 15%.
