Tennessee lifted Monday a systemwide OFO Balancing Alert that had been implemented Nov. 17 (see Daily GPI, Nov. 19). It also lifted an OFO Balancing Alert specific to Contract No. 20206 and resumed adjusting receipts into and deliveries from all Supply Aggregation Pools to a tolerance of +/-500 dekatherms. The pipeline noted that due to continued systemwide high linepack, point operator imbalances could jeopardize its operational integrity.

Saying its storage pools are full and customers are overdelivering gas into its system, Dominion has implemented an OFO to protect its system integrity. The order affects all customers under Rate Schedules FT, FTNN, IT and MCS.

Pacific Gas & Electric extended into Sunday a Stage 4 high-inventory OFO that had been implemented Saturday. Tolerance for positive imbalances was tightened to 5% Sunday but penalties were left unchanged at $25/Dth. No OFOs were in effect for Monday or today.

Pacific Gas & Electric extended into Sunday a Stage 3 high-inventory OFO that had been implemented Saturday, then expanded it Monday into a Stage 4 OFO with greatly increased penalties of $25/Dth for positive imbalances exceeding a 1% tolerance. No OFO was in effect Tuesday, but the utility reinstituted a Stage 3 order for today with $5/Dth penalties and an 8% tolerance.

In a move that marks the first recommendation of President Bush’s national energy policy to be implemented since the plan was recently unveiled, Secretary of Energy Spencer Abraham last Wednesday directed the DOE’s Office of Energy Efficiency and Renewable Energy to undertake a strategic review of its energy efficiency research and development programs.

Atlanta Gas Implements Seasonal Rate Plan

Atlanta Gas Light Co. has implemented a seasonal rate plan timedto roll out during its February 2001 billing cycle by its naturalgas marketers. The plan, approved by the Georgia Public ServiceCommission, would make billing follow traditional winter and summerusage patterns.
