Northwest said it will lift a Declared Customer Specific Entitlement Period for overtakes Friday. The entitlement period was implemented nearly a month ago (see Daily GPI, Dec. 11, 2002). Northwest asked all shippers to continue “to align their supplies and markets to avoid adversely affecting the pipeline.”

EPSA Exec: Short-Term Mitigation Eliminating Power Price Signals
Short-term mitigation measures implemented by FERC in U.S. power markets have resulted in the elimination of price signals in certain parts of the country and have set in motion the “ultimate death spiral” by mitigating below the price of entry, Julie Simon, vice president for policy at the Electric Power Supply Association (EPSA), told a power industry conference last Thursday.

Sonat implemented an OFO Type 3 for eight market-area groups Monday morning. Penalties of $15/Dth were being assessed on any shipper whose delivery point takes exceeded 102% of their daily entitlement. The pipeline also began limiting IT service for four other groups.

Much as it did last week (see Daily GPI, Jan. 2), Sonat implemented an OFO Type 3 Monday for eight market-area groups on its system (Birmingham Group, South Main Zone 2, Atlanta Group, South Main Zone 3, East of Wrens, South Georgia-Lee County, Brunswick Group and Savannah Group). The pipeline also resumed allocations of interruptible capacity in the Chattanooga Group, East Tennessee Group and North Alabama Group.
