California Fracking Rules: A Work in Progress

While Gov. Jerry Brown already has declared he will seek to fine-tune its provisions next year, California’s new law (SB 4) regulating hydraulic fracturing (fracking) will not have final rules implemented for the industry to follow until 2015, although the law will be effective on Jan. 1 (seeShale Daily,Sept. 24).

Transportation Notes

After ending a previous Imbalance Warning in Zones 5 and 6 Tuesday, Tennessee implemented a new one Thursday in those zones. Conditions are the same as in the previous Imbalance Warning (see Daily GPI, Jan. 13). Based on currently available information, Tennessee now estimates that it will be able to place the Line 4 section between Main Line Valves (MLV) 208 and 209 back into service in a manner that will allow receiving volumes again from Rockies Express (REX) no earlier than mid-February. Line 4 was shut in and deliveries from REX at their Glouster, PA, interconnect were halted following a November rupture near MLV 205-4 in Morgan County, OH.

PG&E Tells Regulators: Pipe System Improved

Pacific Gas and Electric Co. (PG&E) has implemented all or some of 10 separate recommendations from the National Transportation Safety Board’s (NTSB) final report on the San Bruno pipeline rupture and explosion 15 months ago, according to a letter and report sent Thursday from PG&E President Christopher Johns to NTSB Chairman Deborah Hersman.

Citing forecasts of cold weather in market-area Zones 5 and 6 limiting its operational flexibility to manage imbalances, Tennessee said it implemented an Imbalance Warning in those zones at the start of Friday’s gas day. All affected delivery point operators were required to keep actual daily takes out of the system equal to or less than scheduled quantities regardless of their cumulative imbalance positions, while receipt point operators had to keep actual daily receipts into the system equal to or greater than scheduled quantities regardless of their cumulative imbalance positions.
