Saying operating conditions on its South Mainline had improved, El Paso lifted Thursday afternoon the Strained Operating Condition (SOC) that it had implemented Tuesday (see Daily GPI, Aug. 24). “Actions by shippers to balance their supply and demand, along with maximal withdrawal volumes from Washington Ranch Storage Facility, have restored south system linepack to a level at which system integrity is not currently threatened,” El Paso said.

Sonat implemented an OFO Type 6 for short imbalances Sunday, then canceled it at the start of Monday’s gas day. The pipeline last week had said it expected repairs to its Hurricane Ivan-damaged South Pass 60 line to last through Feb. 5 (see Daily GPI, Jan. 25), during which it is unable to receive gas at Main Pass 116. Citing delays created by strong water currents, Sonat estimated Monday that the return to service of Main Pass 116 is now around Feb. 10. “Once again, there are many variables when making repairs offshore. Therefore, this schedule could change,” Sonat added.

Transco said restrictions on pool scheduling tolerances and due-shipper imbalance make-ups, implemented Jan. 21, would be lifted effective Sunday (Jan. 30). Tolerances were to be restored from the 1% limit to the normal 4%, and due-shipper transactions would be allowed again. Transco said it also would begin accepting excess storage withdrawal requests under Rate Schedules GSS or WSS Sunday, but would not accept requests for additional loan activity or return of parked gas under Rate Schedule PAL.

Transportation Notes

Sonat implemented an OFO Type 6 for short imbalances effective Monday until further notice. Tiered penalties apply to customers falling short of scheduled receipts by 2% or 200 dekatherms, whichever is greater. Those running long imbalances will not be penalized.

CenterPoint implemented an Operational Alert Wednesday, saying that based on the weather forecast for its service area and in order for it to maximize storage deliverability for Rate Schedules FT and NNTS customers, CenterPoint will not schedule interruptible receipts from the West 1 and West 2 Pooling Areas, and will only schedule secondary receipts from those pooling areas to the extent that they alleviate capacity constraints or are consistent with firm entitlements. Florida Gas Transmission let last week’s Overage Alert Day notices lapse Saturday, then implemented new ones Sunday and Monday. Monday’s tolerance for negative daily imbalances was 15%.
