Northwest implemented a Declared Deficiency Period at the Pleasant View Compressor Station Wednesday that is expected to last through Saturday. It referred to a previous posting about pigging data that revealed anomalies in the Pleasant View-to-La Plata Compressor Station corridor requiring immediate repair (see Daily GPI, Dec. 19). “Pressure restrictions required to safely complete the repairs have reduced the operating capacity at the Pleasant View Compressor Station to 275,000 Dth/d and current Primary nominations for gas day 12/20/06 are in excess of 310,000 [Dth/d],” the pipeline said, adding that the design capacity at Pleasant View Compressor is 352,446 Dth/d, resulting in a daily deficiency volume of 77,446 Dth/d.

Three pipelines ended on Saturday OFO-like constraints that had been implemented two days earlier. They were MRT and its System Protection Warning; East Tennessee Natural Gas and its secondary restrictions along with Maximum Allowable Delivery (MAD) service; and Southern Natural Gas and its Type 6 OFO for short imbalances.

Northwest implemented a Declared Deficiency Period at the Kemmerer Compressor Station Tuesday, saying the deficiency period is expected to last until the end of Friday’s gas day. The action was taken due to Northwest replacing a section of mainline and installing pigging facilities in its Kemmerer District. Northbound flow capacity through the station has been reduced to 537,000 Dth/d during the project.

Southern Natural Gas implemented an OFO Type 6 for long imbalances Friday and said it was highly likely that the OFO would continue through Sunday. Tiered penalties were set for shippers who created positive imbalances exceeding scheduled volumes 2% or 200 dekatherms, whichever was less.

GAO: Gas Pipeline Integrity Program Doing its Job

The natural gas integrity management program, implemented under the Pipeline Safety Improvement Act of 2002, is still in its early stages, but it appears to be doing its job to improve pipeline safety nationwide, according to a 21-page report issued Friday by the General Accounting Office (GAO).
