Citing low linepack and maximum withdrawals at its Washington Ranch storage facility, El Paso declared an Unauthorized Overpull Penalty situation Sunday. The OFO was being lifted Tuesday afternoon, a spokeswoman said.

Sonat reported shut-ins of the South Pass 60 and 70 platforms due to a leak on a third-party pipeline between them and Sonat’s South Pass 60 Line. While a repair plan was being formulated, Sonat ceased scheduling gas from the two receipt points effective with Tuesday’s intraday 1 cycle until further notice. However, the pipeline said problems late last week with the Main Pass 72 Line and Lake LaRose Receiving Station (see Daily GPI, Jan. 22) had been resolved. It resumed accepting nominations for Main Pass 72 Saturday and for Lake LaRose Tuesday.

Reliant said Friday afternoon that its Ada Storage Field has lost a withdrawal unit due to mechanical problems; the unit is expected to be down eight to 10 weeks. All shippers with interruptible storage services scheduled for withdrawal in January, February and March 2002 may experience some level of volume reduction during cold conditions, Reliant said.

NOVA told customers Saturday that while performing scheduled maintenance not originally expected to cause any impact, it encountered complications during an in-line inspection on the 12-inch Flat Lake Lateral. The pipeline had anticipated cutting the Ukalta #1120, Ukalta East #1317, Whitford #1345 and Willingdon #1428 meter stations to zero for about 12 hours Tuesday, but said the outage was deferred until early next week “to better assess the scope of the work required.” Reflecting colder Alberta weather and falling linepack, NOVA changed its imbalance tolerance range to 0/+20% Monday.

CIG said it is adjusting its Reservoir Integrity Inventory Limit (RIIL) curve to give customers increased storage retention rights above the standard limits for the rest of the current withdrawal period. Having evaluated the storage reservoir and related inventory levels during the past year, CIG “has determined that higher levels of inventory can be safely and reliably supported.” The RIIL curve was boosted from 79.5% of Maximum Available Capacity (MAC) to 80.4% as of Monday. The limits for the remainder of the withdrawal period will increase to 27.5% of MAC May 1, with a subsequent rise to 34.2% of MAC June 1. RIIL will then follow the normal curve for the remainder of the injection season ending on Oct. 15, when the limit reaches 100% of MAC.
