Energy Department Hit by Hackers

A “cyber incident” at Department of Energy (DOE) headquarters in Washington, DC, in mid-January targeted the agency’s network “and resulted in the unauthorized disclosure of employee and contractor” information.

Correction

TEPPCO Partners LP subsidiary TEPPCO Crude Oil LLC is not one of 11 SemGroup LP creditors that alleged that unauthorized energy trading may have caused SemGroup’s $3.2 billion loss — contrary to what was reported in Daily GPI articles on July 24 and July 29 titled “SemGroup Implosion Brings More Questions than Answers” (see Daily GPI, July 24) and “Pioneer Natural Resources Latest to Be Bit by SemGroup Downfall” (see Daily GPI, July 29). NGI regrets the error. As reported previously, TEPPCO does not expect any future material impact from the SemGroup bankruptcy nor does it expect any future material credit exposure to SemGroup.

Producer Claims Columbia Used Unauthorized Gas Spec to Deny Interconnection Request

A Colorado-based oil and natural gas producer has accused Columbia Gas Transmission of using an allegedly unauthorized gas quality specification to refuse its request for an interconnect to the pipeline.

Northwest declared a Stage II (8% imbalance tolerance) Unauthorized Overrun Entitlement for all Receiving Party customers located north of the Kemmerer (WY) Compressor Station, effective Friday until further notice. Northwest said it declared the entitlement “in an effort to maintain its Jackson Prairie storage balance during the extremely cold weather forecast for the Pacific Northwest over the next few days.” In addition to urging customers to stay in balance, Northwest also asked customers who owe gas to the pipeline north of Kemmerer to arrange paybacks as soon as possible.

As a sign of some stabilization of a declining Jackson Prairie storage account balance, Northwest revised its Unauthorized Overrun Entitlement (see Daily GPI, Dec. 9) from a Stage I (at 3% imbalance tolerance) to a Stage III (13%) until further notice Monday. The entitlement affects all Receiving Party customers north of the Kemmerer (WY) Compressor Station. “To avoid penalties and a potential OFO through the Green River and Kemmerer Compressor Stations, Northwest requests your immediate cooperation and assistance to stay within your scheduled volumes by bringing on additional supplies north of Kemmerer,” the pipeline told customers, adding that it appreciated their quick response to its request to pay back imbalances owed to Northwest north of Kemmerer this past week. Customers who still owe gas to Northwest north of Kemmerer were encouraged to make payback arrangements as soon as possible. A suspension of Northwest deliveries to a CIG interconnect due to a line rupture late last week about 22 miles south of the Green River Compressor Station (see Daily GPI, Dec. 9) remained in effect Monday with no prognosis for restoration of service provided.

El Paso canceled an Unauthorized Overpull Penalty situation, which had been declared Tuesday, effective with Cycle 3 nominations Friday. The pipeline also reported taking Roswell (NM) Station’s #3 compressor down to replace a turbocharger and to perform mechanical inspections. The action reduced capacity of the San Juan Crossover by 20 MMcf/d from a base capacity of 650 MMcf/d Friday. The constraint is expected to continue through Tuesday.
