Transportation Notes

As it had indicated was likely, Sonat declared a systemwide OFO Type 6 for short imbalances effective Wednesday until further notice. Tiered penalties will range from $1 to $15/Dth for imbalances that fall short of nominated volumes by 2% or more; no penalty will apply to short imbalances of less than 2% or 200 dekatherms. During the OFO, Sonat will “evaluate on each scheduling cycle whether or not it will be able to accept all nominations for interruptible services that rely on storage withdrawals.” The pipeline estimated that as of Dec. 14 its cumulative system cash-out imbalance for the month was 1,014,954 dekatherms short.

Sonat declared an OFO Type 6 for long imbalances effective Tuesday until further notice (a later posting said the OFO would last through at least Wednesday). No penalty will apply to shippers who do not exceed an imbalance tolerance of 2% of 200 dekatherms, whichever is greater; tiered penalties ranging up to $15/Dth are in effect for larger tolerance violations. Additionally, Sonat is not accepting requests for interruptible services that rely on storage injections or requests for make-up due the pipeline.

East to Remain Cool While West Rebounds to Hotter Temps

Classifying it as “once-in-30-years type coolness,” Weather 2000 said the eastern third of the United States has been devoid of summer heat and sun during the May-August 2003 period, with no real signs of change on the horizon. The New York City-based forecasting and consulting firm said East Coasters must travel west to America’s heartland to find any signs of summer 2003 warmth.
