After warning of its possibility Tuesday (see Daily GPI, April 4), Sonat said Wednesday it is implementing a Type 5 OFO, effective with Friday’s gas day, due to excess production upstream of its facilities in Logansport, LA. “The quantities currently flowing into the Logansport facilities have decreased very little and the operational problems [with dehydration equipment] have not been alleviated,” Sonat said in its bulletin board posting. Affecting 25 points in the Logansport Field and another 24 in the Joaquin Field, the OFO calls for receipts exceeding 104% of scheduled quantities to be penalized $15/Dth.

Because of production receipts upstream of its Logansport (LA)facilities continuing to exceed capacity, Sonat issued a Type 5 OFOthat took effect Saturday. Volumes delivered into the system thatexceed 104% of scheduled quantities will be penalized $15/Dth. TheOFO affects 25 Logansport Field points and 24 Joaquin Field points.

Sonat lifted Saturday an OFO Type 1 and force majeure associatedwith a shut-in test of its Bear Creek (LA) Storage Facility. BearCreek’s injection/withdrawal capacity was restored to 100%.

Conference to Probe Koch’s Parking Deals

FERC has accepted and suspended subject to refund four negotiatedparking and lending (PAL) agreements between Koch Gateway Pipeline andits marketing affiliate, Koch Energy Trading (see Daily GPI, Feb. 18 andFeb. 25). In addition, the Commission has scheduled a technicalconference on the matter to explore what it called “serious concerns”raised by protesters about Koch’s dealings with its affiliate and useof its negotiated rate privileges. The Commission in August 1996granted Koch’s negotiated rate authority.
