Sonat is implementing an OFO Type 6 Tuesday. Tiered penalties ranging from $1/Dth to $15/Dth will apply to net short imbalances on its contiguous system exceeding a tolerance of 2% or 200 dekatherms, whichever is less. In addition, Sonat notified shippers in several system groups Sunday that it would be allocating/limiting interruptible capacity starting either Monday or Tuesday, depending on the group. See the bulletin board for details.

Sonat followed up its suspension Friday of interruptible storage injections with an OFO Type 6 notice starting Saturday until further notice. “Since the current operational conditions are affected by receipts exceeding deliveries, the penalty will apply only to each shipper/pooler that has a net positive daily imbalance,” it said. There is no penalty for imbalances of 0-2% or less than 200 dekatherms; tiered penalties ranging from $1 to $15/Dth apply to larger imbalances. “As is our procedure everyday, we will be force balancing during the OFO,” the pipeline added. It also said the OFO was “highly likely” to be continued Sunday and Monday for long imbalances but unlikely to be applied to short imbalances.

Transportation Notes

Sonat implemented a systemwide OFO Type 6 for short imbalances effective Saturday until further notice. Tiered penalties of $1-15/Dth were applicable for negative daily imbalances exceeding a tolerance of 2% or 200 dekatherms, whichever was greater. Positive imbalances were unaffected. It was “highly likely” that the OFO would continue through Sunday, the pipeline said, but “too close to call” for Monday.
