Sonat implemented an OFO Type 6 Saturday, effective until further notice. Tiered penalties ranged from $1/Dth to $15/Dth for positive daily imbalances exceeding a 2% tolerance; no penalties would be assessed for imbalances up to 2% or under 200 dekatherms, whichever was less. “As is our procedure everyday, we will be force balancing during the OFO,” it added. Sonat also said it is not accepting requests for interruptible services that rely on storage injections or requests for make-up gas due the pipeline.

Southern California Gas issued an Overnominations Day notice for Saturday due to high linepack.

Effective last Thursday until further notice, Transco is limiting the schedule tolerance at pooling points to 1%. The pipeline said it will not enforce the pool schedule tolerance during the timely nomination cycle, but pools will be limited to the 1% tolerance during the Evening and ID1 (intraday) nomination cycles. Also, “Transco will balance the aggregation and disaggregation nominations prior to the conclusion of the ID2 cycle,” it said. Additionally, Transco will not allow any Park activity or Loan payback, and will not accept any excess injection requests under Rate Schedules GSS or WSS until further notice. The bulletin board posting said these moves are “in anticipation of moderate market requirements and the result of limited storage flexibility as the end of the injection season approaches.”

Sonat declared a force majeure in saying it would have to make unscheduled repairs Monday (Oct. 6) at the West Delta 105 platform. During the work Sonat will be unable to accept receipts at the West Delta 105 and West Delta 133 points. Shippers at those points were told to adjust nominations for Monday’s gas day to reflect about four hours of zero flow. The pipeline said the nomination cuts were very important considering that it “might not be in a position to do make-up due pipeline for the remainder of the month.”

Meter maintenance in the Waha area will require the shut-in of certain interconnects this week, El Paso said. It will not accept receipts at the Valero Waha interconnect (IVALERO) Monday and Tuesday. Deliveries to Valero will not be affected. On Wednesday and Thursday there will be no flow between El Paso and the Mobil Waha (IMOBILWA) and Westar Waha (IWESTARW) interconnects.

Gulf South has begun unscheduled maintenance on Index 129 (Agua Dulce 24-inch line in South Texas) that it said would continue through Oct. 17. Capacity through the Refugio Compressor Station could be affected by as much as 50 MMcf/d during the work.

Transco notified customers that the North Terrebonne Gas Processing Plant in South Louisiana had resumed 100% operations effective Oct. 1 until further notice. The plant’s processing level had been reduced to 90% since June 1 (see Daily GPI, May 30).
