Due to receipts exceeding deliveries, Southern Natural is implementing an OFO Type 6 for the contiguous portions of its system Wednesday. Tiered penalties of $1, $5 or $15 per dekatherm will be applied only to shippers with net positive daily imbalances exceeding 2% or 200 dekatherms, whichever is less. Citing its everyday procedure, Southern said it will be force balancing during the OFO.

Pacific Gas & Electric declared a systemwide Stage 3 high-inventory OFO for Wednesday. The order carries $5/Dth penalties for exceeding a 5% tolerance on positive daily imbalances.

Based on a reduction in storage inventories since initiating an OFO at mid-month (see Daily GPI, Nov. 17) and predictions of more seasonable weather in the near future, CIG said late Monday afternoon it was lifting the order. “Shipper compliance with this OFO has been effective in improving the pipeline’s operational situation,” the bulletin board posting said.

Saying it has experienced “a significant increase” in due-shipper (positive) imbalances over the past several days, Transco limited the schedule tolerance at pooling points to 1% effective with the Tuesday gas day’s evening nominations cycle until further notice. Normal tolerance is 4%. The pipeline said it will not enforce the reduced tolerance during the timely cycle. It added that it expects a continuation of moderate market-area demand “given the current forecast for unseasonably warm market-area temperatures in conjunction with the Thanksgiving holiday period.” See the bulletin board for other conditions associated with the tolerance limitation.

Roswell (NM) Station’s #3 compressor, which was scheduled to be down for maintenance Tuesday only, will have to remain down through Nov. 29, El Paso said. The problem with the turbocharger was found to be more severe than first estimated, and the required part is not immediately available, it added. Capacity of the San Juan Crossover will be reduced by 20 MMcf/d through Nov. 29, the pipeline said, but based on recent scheduled volumes, no market effect is expected.
