Pacific Gas & Electric declared a systemwide Stage 2 high-inventory OFO for Saturday with $1/Dth penalties for positive daily imbalances exceeding a 3% tolerance.

Pacific Gas & Electric issued a systemwide Stage 3 high-inventory OFO for Saturday. It carries penalties of $5/Dth for positive daily imbalances exceeding a 9% tolerance.

In the wake of recent terrorist attacks on Washington, DC, New York City and an airliner that crashed in Pennsylvania, issues related to the security of the nation’s energy infrastructure came to the fore at a hearing last Thursday on Capitol Hill. Several members of Congress made it clear that they stand ready to craft legislation designed to meet possible threats to the transmission grid, pipelines and other key sectors of the energy industry.

Southern California Gas extended Friday’s Overnominations Day notice through at least Saturday. Pacific Gas & Electric declared a Stage 3 high-inventory OFO with $5/Dth penalties for Saturday but left the tolerance for positive imbalances relatively loose at 15%.

Pacific Gas & Electric kept a Stage 3 high-inventory OFO declared for Saturday in place through Sunday, cutting the imbalance tolerance from 1% to zero. No OFO was in effect Monday or today.

Pacific Gas & Electric declared a systemwide Stage 3 high-inventory OFO for Saturday. The OFO had $5/Dth penalties for exceeding a very tight 1% tolerance for positive daily imbalances. Unlike the previous weekend, Southern California Gas did not have a corresponding Overnominations Day in place Saturday.

The cash market appeared to be entering a holding stage Wednesday as moderate upticks earlier in the week yielded to a mix of flat, slightly higher and slightly lower pricing that tended to be dominated by mild gains. The slowdown in price movement largely was attributed to cool-downs in the Northeast and Midwest market areas, reducing the air conditioning load that had supported the previous advances.

Pacific Gas & Electric did not extend a Stage 3 high-inventory OFO beyond Saturday.
