Energy Suppliers Press FERC to Limit Scope of Document Release
Several western energy suppliers — Reliant Energy Services Inc., El Paso Merchant Energy LP and Portland General Electric — last week urged FERC to limit the scope of the agency’s planned public release of confidential information relating to the ongoing California market manipulation cases at the agency. But California groups welcomed the Commission’s action, saying it was time for the “rocks to be lifted” and the “mud-slinging” to end.

A customer-specific OFO was declared for Tuesday by Pacific Gas & Electric, which projected that system linepack would fall below its minimum target level.

Northwest said it will lift a Declared Customer Specific Entitlement Period for overtakes Friday. The entitlement period was implemented nearly a month ago (see Daily GPI, Dec. 11, 2002). Northwest asked all shippers to continue “to align their supplies and markets to avoid adversely affecting the pipeline.”

Abraxas Petroleum Corp. said last week that its Canadian units, Canadian Abraxas Petroleum Ltd. and Grey Wolf Exploration Inc., have agreed to sell certain reserves and associated gas processing plants in Western Canada to a Canadian royalty trust for approximately $138 million.

Effective Wednesday, Northwest is lifting a customer-specific Declared Overrun Entitlement Period for overtakes that was issued Nov. 4 (see Daily GPI, Nov. 5). Thanking customers for their cooperation, Northwest said its Jackson Prairie Storage account “is returning to adequate winter storage levels and Kemmerer’s north throughput flow is being reduced.”

Tennessee lifted Monday a systemwide OFO Balancing Alert that had been implemented Nov. 17 (see Daily GPI, Nov. 19). It also lifted an OFO Balancing Alert specific to Contract No. 20206 and resumed adjusting receipts into and deliveries from all Supply Aggregation Pools to a tolerance of +/-500 dekatherms. The pipeline noted that due to continued systemwide high linepack, point operator imbalances could jeopardize its operational integrity.
