A day after ending an OFO to combat excessive linepack, Pacific Gas & Electric issued a new systemwide Stage 2 high-inventory OFO for Saturday. Penalties again were set at $1/Dth for positive daily imbalances, but this time the tolerance was zero instead of the 7% in the earlier order.

Sonat implemented a systemwide OFO Type 6 for short imbalances effective Saturday until further notice. Tiered penalties of $1-15/Dth were applicable for negative daily imbalances exceeding a tolerance of 2% or 200 dekatherms, whichever was greater. Positive imbalances were unaffected. It was “highly likely” that the OFO would continue through Sunday, the pipeline said, but “too close to call” for Monday.

Pacific Gas & Electric set a stringent imbalance tolerance of zero in declaring a systemwide Stage 2 high-inventory OFO for Wednesday. Penalties are $1/Dth. The utility’s “System Inventory Status” section of its Pipe Ranger bulletin board projected Tuesday that linepack would be above maximum target levels from Wednesday through Sept. 19.
