A day after lifting a systemwide Stage 2 high-inventory OFO, Pacific Gas & Electric issued a new one for Saturday’s gas day. Penalties of $1/Dth were unchanged, but the tolerance for positive daily imbalances was loosened a bit from zero in the previous OFO to 2%.

Southern California Gas did not extend an Overnominations Day declaration that began with Thursday’s Intraday 1 cycle beyond Friday.

Citing “numerous requests for absolutely no banking” on its system and “daily reporting of high linepack,” Kern River said Friday that significant banking remains an operational issue. “The impact of certain delivery point operators not taking all their scheduled quantities is beginning to impact the receipt point operators,” the pipeline said in a Critical Notice posting. It planned to compare scheduled quantities to actual deliveries throughout the gas day and take “any necessary action to reduce the excess supply.”

Westcoast extended the Pine River Gas Plant turnaround beyond its scheduled Saturday morning completion due to the need for repairs on a sulfur recovery unit’s hot gas bypass valve. The turnaround now is set to end at the start of Tuesday’s gas day, the pipeline said.

Rio Puerco interconnect flows will be zero during June 18-19 maintenance, Transwestern said. Rio Puerco is on the mainline between Station 6 (Laguna, NM) and Station 7 (Mountainar, NM). This outage will coincide with PNM (Public Service of New Mexico) maintenance and construction.

Columbia Gas said the Grant Compressor Station will have one unit out of service for about eight days starting Monday due to annual maintenance. There will be zero non-firm capacity during this outage at 11 receipt points. The same is true with respect to any Appalachian production flowing directly into Columbia’s Line KA between the Boldman and Huff Creek Compressor Stations as well as production flowing into Columbia’s Lines KA-15, PM-3 and PM-17.
