A day after ending an OFO to combat excessive linepack, Pacific Gas & Electric issued a new systemwide Stage 2 high-inventory OFO for Saturday. Penalties again were set at $1/Dth for positive daily imbalances, but this time the tolerance was zero instead of the 7% in the earlier order.

Southern California Gas also declared a high-linepack OFO for Saturday. It penalized customers whose deliveries into the system exceeded 110% of their actual usage.

“Despite numerous requests for absolutely no banking on the Kern River system, and daily reporting of highline pack, significant banking continues to be an issue,” the pipeline said Thursday. “The impact of certain delivery point operators not taking all their scheduled quantities is beginning to impact the receipt point operators.” Imploring operators to take delivery of scheduled quantities “immediately,” Kern River said it will make comparisons throughout the gas day and if “scheduled quantities are projected to be more than actual deliveries, Kern River will take any necessary action to reduce the excess supply.”

Westcoast eased its daily imbalance tolerances a bit Friday to 5% pack and 15% draft. They had been zero pack and 20% draft through Thursday.

ANR reminded FSS and STS storage customers that Cycling Fuel charges will be assessed on the volume in their accounts in excess of 20% of the Maximum Storage Quantity (MSQ) effective with ending balances on March 31.

Saying gas demand in the Phoenix area has diminished, reducing takeaway from the North Mainline into the Maricopa Line 1203, El Paso reduced Maricopa Line capacity by 20 MMcf/d.
