Marcellus Driller Withdraws Lease Offer in West Virginia

Appalachian-based producer AB Resources on Tuesday withdrew an offer to pay the city of Moundsville, WV, at least $206,500 for the right to drill for natural gas on city property.

Citing continued limited operational flexibility, Tennessee said it was not accepting nominations on PAL-D Parks, PAL-D Loan Payback or ISPA Interruptible Storage Injections at the Bear Creek facility in northwest Louisiana effective with Wednesday’s gas day. In addition, Tennessee said Tuesday it had completed a Line 527A-300 abandonment project three days ahead of schedule and was allowing physical flow to resume at the Venice Interconnect subject to scheduled nominations.

Citing limited operational flexibility, mild weather and testing at its Harrison storage field, Tennessee said a systemwide OFO Action Alert will become effective Thursday until further notice for all Balancing Parties. They are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 Dth, whichever is greater, for overdeliveries into the system and undertakes from it.

Affiliates Algonquin and Texas Eastern both reported “limited operational flexibility to manage imbalances” Thursday, and along with a request that shippers and point operators adhere to scheduled volumes, they said effective Friday no nominations for due-pipe imbalance makeups or that create due-shipper imbalances will be allowed. This restriction will remain in effect through Monday, the pipelines said.

BP plc posted a double-digit decline in quarterly profits from a year ago, but natural gas and oil production was up, and a corporatewide operational restructuring yielded $1 billion in cost savings, the company said last week.

Citing limited operational flexibility and continuing mild market-area weather, Tennessee said Friday an OFO Action Alert would become effective Sunday for all Balancing Parties (including LMS-PA, SA contracts acting as balancing parties, LMS-MA and LMS-PL balancing parties). The positive imbalance tolerance was set at 2% of scheduled quantities or 500 Dth, whichever is greater. In addition, Tennessee lifted Friday a force majeure declaration made Sept. 23, 2008 for three Grand Isle meters on its 524C 400, 500 and 700 lines offshore Louisiana. The force majeure remains in effect for three other meters on the 523A-100, 524C-400 and 524C-600 lines, the pipeline added. Tennessee also said Friday it had completed emergent repairs on two D Building compressor motors at Compressor Station 54 in Greenville, MS (see Daily GPI, April 13) and the station has resumed normal operations.

Citing cold conditions, Panhandle Eastern is implementing an Operational Alert effective Tuesday until further notice. Hourly flows under Rate Schedules EFT and EIT will be limited during any single hour to one-sixteenth of the gas nominated at a delivery point for that gas day, Panhandle said. In addition, it added, flows under Rate Schedules FT and IT will be limited during any hour to one-twenty-fourth of the gas nominated at a delivery point that day. “Panhandle may limit AutoUnpark nominations on the pipeline for the duration of the extreme weather. These limits will be evaluated on a daily basis,” the pipeline said.

Columbia Gas said it was terminating Tuesday morning the declaration of a force majeure and OFO for Operating Areas 1, 4 and 10 that had resulted Monday afternoon from “operational events beyond its control” at the Strasburg (VA) and Seneca (WV) compressor stations.
