At noon EST Wednesday Dominion added FTNN (Firm Transportation No-Notice) Hourly Limit and Conform Transportation Services to Scheduled Nominations OFOs in its PL-1 service area in the Mid-Atlantic to the ones it had announced a day earlier for seven utility meters in New York state (see Daily GPI, Dec. 31). The first PL-1 OFO affects 14 pipeline/utility meters, while 13 meters are impacted by the second OFO. See the bulletin board for details.

Dominion said it will implement Wednesday an FTNN (Firm Transportation No-Notice) Hourly Limit OFO and a Conform Transportation Services to Scheduled Nominations OFO for seven utility meters in New York state. OFO conditions will be similar to those of ones issued prior to Christmas (see Daily GPI, Dec. 24). See the bulletin board for details.

Interior Department’s Minerals Management Service (MMS) is extending the public comment period for the call for information and notice of intent to prepare an environmental impact statement on a proposed lease sale for off the coast of Virginia in 2011. The comment period was due to close on Dec. 29, but it has been extended to Jan. 13. This is the first lease sale that MMS has proposed off the East Coast in nearly three decades. The proposed sale area, which is at least 50 miles offshore and covers 2.9 million acres in water depths of 100 feet to 10,000 feet, is believed to contain 1.14 Tcf of natural gas and 130 MMbbl of crude oil, according to the agency.

The notice didn’t come out until Friday afternoon, but Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariff to customers who delivered into its system more than 110% of their actual gas usage on the OFO day. Tennessee reported becoming aware of the need for immediate valve replacements in the West Cameron 68 Field area offshore southwest Louisiana. A force majeure will be in effect when it begins the project, tentatively scheduled for Tuesday. The work is expected to last about five days and will require the shut-in of seven West Cameron meters. Tennessee also declared force majeure Friday and said immediate repairs have become necessary on units at Compressor Station 40 in Natchitoches, LA. Restrictions may become necessary through a pro-rata portion of Secondary in the Path nominations pathed through the station, Tennessee said.

Futures Buoyed by Hurricane Ike Potential
Hurricane Gustav shut-ins in the Gulf of Mexico turned into Hurricane Ike shut-ins on Monday and natural gas futures traders took notice as the October contract traded into the high $7.60s to start the week before closing out Monday’s regular session at $7.527, up 7.8 cents from Friday’s finish.
Gulfstream Places Phase III Expansion in Service
Gulfstream Natural Gas System LLC placed into service Monday the Phase III expansion of its its natural gas pipeline system in Florida, according to its notice to FERC.
