Saying it was to insure that operating pressures do not increase to unacceptable levels, Sea Robin Pipeline issued an OFO, effective Saturday until further notice, for all offshore receipt points. “Shippers are required to verify receipt point nominations and flow rates with their proposed receipt point operator prior to nomination on Sea Robin, as well as maintain balanced receipt and delivery nominations,” Sea Robin said. It also noted that the Hess Corp.-operated Sea Robin Gas Processing Plant was expected to remain shut in through Sunday and that Hess will provide an update on operations Monday morning.

Dominion said two OFOs affecting its New York state service area would go into effect Saturday until further notice. The Conform Transportation Services to Scheduled Nominations OFO #1 was to apply to the meters of Corning Natural Gas, New York State Electric & Gas, Rochester Gas & Electric, Niagara Mohawk Power, Niagara Mohawk Power East, Fillmore Gas, National Fuel Gas Distribution and Steuben Storage. The FTNN Hourly Limit OFO #2 affected the same meters except those of National Fuel and Steuben.

After implementing a Strained Operating Condition (SOC) Friday, CIG has issued an OFO that will take effect Wednesday until further notice. The OFO was necessary to preserve system integrity and reliability, the pipeline said. As noted in the SOC posting, “CIG’s system is operating at an extremely high load factor. Further, CIG’s total storage inventories are currently at or near the operational field limits, including the largest field, Ft. Morgan, which is nearly at operational capacity. Because of these conditions, CIG does not have the ability to absorb imbalances caused by mismatches between scheduled receipts and deliveries or those arising from variations in actual gas flow relative to scheduled quantities. As stated in the SOC, capacity for interruptible storage injections is not available.” Conditions of the OFO include a requirement that interruptible storage customers withdraw the greater of 10% of current inventory or 5,000 Dth/d. Due to a mechanical issue on one of the three units at Goodsprings Compressor Station, the station’s operational capacity will be set at 1,466,000 Dth/d Wednesday until further notice, Kern River said. As a result, the Veyo Compressor Station capacity will be set at 1,988,000 Dth/d. Primary firm transportation scheduled in the Timely cycle should not be impacted if nominated quantities are similar to those on Monday’s gas day, Kern River said. It added that due to system operational conditions and the Goodsprings situation, all shippers and operators should take only the quantity of gas that is scheduled and not draft the system.

After Testing Higher, Futures Once Again Record a Loss

After recording a high of $6.610 on Monday, August natural gas futures swooped lower, giving notice that the bear move of the last few weeks might have a little more fuel left in the tanks. The prompt month notched a low of $6.390 before going on to settle at $6.410, down 3.4 cents from Friday’s close.

Delmarva Files Appeal of Delaware PSC-Mandated Purchase Agreements

Delmarva Power & Light (DP&L) last Wednesday filed a notice of appeal of a decision of the Delaware Public Service Commission (PSC) and other state agencies which directed DP&L to negotiate a wind power purchase agreement with BlueWater Wind, and to negotiate backup agreements with NRG and Conectiv Energy for gas-fired generation in Sussex County, DE.

FERC last Thursday issued an advanced notice of proposed rulemaking (ANOPR) that seeks to make several reforms to improve the operations of the organized wholesale power markets, as well as requests public comment on the proposals.
