Massey Wary of Key Initiatives in July NOPR

FERC Commission William Massey indicated last week that heviewed the proposed initiatives in the infamous notice of proposedrulemaking issued last July with a “substantial degree ofreservation and caution.” This is not “a done deal from myperspective,” he told a group of independent gas producers.

NGI Marketer Ranking Notice:

Sempra Energy said the third quarter volume numbers it submittedto be included in NGI’s North American gas marketer ranking wereincorrect. The 3.1 Bcf/d first reported by Sempra excluded therecent acquisition of CNG Energy’s wholesale gas marketingportfolio. The corrected number is 4.5 Bcf/d of gas sold during thethird quarter, which is a 52% increase from 3Q97 and puts Sempra atNo. 12 in the ranking rather than No. 20. KN Energy, Columbia,Tractebel, Texaco, Sonat, El Paso, Williams and Enserch move down anotch because of the change. (Please see NGI or Daily GPI,11/9/98).

Dynegy Offers Risk-Reward Replacement for Auctions

Dynegy Inc. is the only gas-related company so far to publiclypropose an alternative to FERC’s notice of proposed rulemaking(NOPR) that seeks to institute industry-wide auctioning ofshort-term capacity in return for lifting the price cap on thatcapacity. “There’s nothing else that’s been made public,” saidPeter G. Esposito, vice president and regulatory counsel.

Transportation Notes

Nautilus Pipeline offshore southeast Louisiana reported havingto shut down Sunday evening until further notice due to a largeslug of liquids being handled at the slug catcher. Nautilus toldshippers Monday they were released to flow to other systems “forthe next seven to 10 days.” Inquiries about the line’s recentvolumes were not answered Tuesday.
