Saying its capacity is fully utilized, warmer weather is being experienced in the market area and overall linepack is lower, Florida Gas Transmission issued an Overage Alert Day notice Monday with 15% tolerance for negative daily imbalances.

Sonat completed a shut-in test of the Muldon (MS) Storage Field as scheduled Sunday and restored the Daily Withdrawal Quantity for each CSS customer to 100% effective with the start of Monday’s gas day. However, inspections during the test of the compressors used for injection and compressed withdrawal revealed that they could not be operated in their current condition. While repairs are under way, the Daily Injection Quantity for CSS customers will remain at 36% until further notice.

El Paso shut in Lines 1106 and 1107 in Upton County, TX Monday for maintenance that will last through Thursday. It is not able to accept any gas from the IHYBENDM or IUTBENED interconnects during the outage.

It was previously reported that Columbia Gulf would not accept any deliveries during Sea Robin Pipeline pigging activities that prompted the Amerada Hess-operated Sea Robin Processing Plant to suspend processing (see Daily GPI, Oct. 3). The pigging began Monday and is expected to last seven days. The Columbia Gulf action is a result of its heating value limit of 1,050 Btus per cubic foot on receipts. Late last week Sea Robin said it had been notified that Sabine Pipe Line would not accept any deliveries exceeding a 1,065 Btu restriction. Sea Robin estimates that its deliveries will exceed the Columbia Gulf limit but should be within Sabine’s requirements.

Reliant plans to seek authority to construct certain upgrades that will accommodate new firm load off its Line J in northeast Arkansas. The project, as designed, also will provide additional deliverability for incremental firm services in the Line J area, including Newport, Batesville, Jonesboro, Paragould and Blytheville. Any existing or potential customers interested in contracting for FT that may become available as a result of the proposed construction should contact one of the following Reliant business development managers by Oct. 25: John Pawlik at (713) 207-6847, David Cavazos at -5189 or Carol Burchfield at -3466. The pipeline will consider offers for rates different from its maximum FERC-approved rates, but added it will not be obligated to award any capacity at a non-maximum rate.
