Gulfstream Inks Deal with FP&L, Plans 35-Mile Lateral

Gulfstream Natural Gas System said Monday that it will build a 35-mile, 30-inch diameter pipeline lateral from Martin County to Florida Power & Light’s (FP&L) proposed 2,400 MW West County Energy Center in Palm Beach County under a new 23-year firm transportation agreement that FP&L signed. According to the deal, FP&L will have access to 345,000 Dth/d of firm of capacity on Gulfstream.

Transportation Notes

In completing an assessment of Hurricane Rita-related damage to its 12-inch lateral from South Marsh Island Block 17/18 through Eugene Island Block 115, ANR said it identified a leak at Eugene Island Block 133. ANR declared a force majeure event in the area Friday and said until further notice, receipt locations on that line and any connected laterals will not be available for nominations. In an update Monday on repairs to offshore and onshore facilities in its Southeast Gathering Area (SEGA), ANR said effective immediately it was increasing capacity through its Grand Chenier, LA facilities to 250 MMcf/d for the SE 3 A (Grand Chen)-CFTP location until further notice. ANR also said it returned to service the following offshore pipelines and interconnects that have been inspected and approved: the 30-inch West Cameron 167 line to Grand Chenier (although at this time no liquids will be accepted at West Cameron 167); and the 16-inch Cameron Meadows line to Lake Arthur, but no interconnections have been cleared for flow on this line. ANR continues to accept nominations for receipt and delivery points located downstream of the Lake Arthur Compressor Station.

Transportation Notes

Tennessee said Wednesday it had isolated the 509A-400 lateral from its 509A-300 line (the Southwest Leg of the Blue Water System offshore Louisiana) and had begun to load the 509A-300 line. Flows were allowed to resume at 14 meters that had been shut in Tuesday after Tennessee discovered a leak in the area (see Daily GPI, March 9). Only the East Cameron 254B meter must remain shut in until leak repairs are finished. Tennessee estimated Wednesday morning that it could take up to 24 hours before the 509A-300 line reaches normal pressure again; producers on the line will experience low pressures until then.

Transportation Notes

Transwestern said Wednesday it was experiencing problems with the control valve and meter at the TransColorado interconnect on Transwestern’s San Juan Lateral. Transwestern allocated the point for Wednesday’s Intraday Cycles 1-3 and said shippers should monitor its Internet site for updates.

CIG declared force majeure due to unscheduled maintenance at Muddy Gap Compressor Station and reduced available capacity on its Wind River Lateral in central Wyoming to 225 MMcf/d Thursday until further notice. The duration of the Muddy Gap work is unknown but is anticipated to continue through Jan. 3, CIG said.

Transwestern is conducting turbine meter cleaning and inspections on its San Juan Lateral. The work will limit New Mexico measurement points PNM/Blanco and TransColorado to maximum flows of 100,000 MMBtu/d each Thursday and WFS Kutz to 54,000 MMBtu/d Friday. Flow at Colorado measurement points will be limited to 200,000 MMBtu/d each at Northwest Pipeline Monday and at WFS Ignacio Tuesday.
