MRT is issuing a cold weather-related System Protection Warning effective Tuesday, under which it will not schedule volumes that result in a daily short imbalance position by zone (Market Zone or Field Zone) anywhere on its system.

Due to colder market-area temperatures and in order to maintain its linepack, Tennessee is issuing a Critical Day 1 OFO, effective Thursday until further notice, “for all LMS-PA Balancing Parties (including SA contracts acting as balancing parties), LMS-MA, and LMS-PL Balancing Parties with meters located in Zones 1, L, 2, 3, 4, 5 and 6.” The tolerance for negative daily imbalances will be 2% of scheduled quantities or 500 Dth, whichever is greater.

After issuing a customer-specific Stage 2 low-inventory OFO Monday afternoon on its California Gas Transmission system for Tuesday’s gas day, Pacific Gas & Electric expanded it to a systemwide Stage 2 OFO for Wednesday. Penalties were $1/Dth for exceeding an 8% tolerance on negative daily imbalances in both cases.

Referring to colder market-area temperatures and its need to maintain linepack, Tennessee is issuing an OFO Action Alert, effective Thursday, for all LMS-PA (including SA contracts acting as balancing parties), LMS-MA and LMS-PL Balancing Parties with meters located in Zones 1, L and 2. Affected parties are required to limit daily negative imbalances to 2% of scheduled quantities or 500 Dth, whichever is greater. Penalties will be 21.98 cents/Dth “for that portion of physical quantities related to underdeliveries by receipt point operators and overtakes by delivery point operators [that] exceed this tolerance,” the pipeline said.

U.S. and European exchange officials last Monday said they supported Congress issuing a mandate for central clearing of credit default swaps (CDS), a form of insurance against the default of debt securities, which have contributed to much of the tumult in the credit markets. U.S. exchanges say they are ready or near ready to proceed with clearing of certain CDS transactions to increase transparency and limit counterparty risk.
