Transportation Notes

Southern Natural Gas is implementing an OFO Type 6 for short imbalances effective with the start of Wednesday’s gas day until further notice. Tiered imbalance penalties of up to $15/Dth will apply to negative imbalances exceeding 2% or 200 dekatherms, whichever is greater. The pipeline expects to keep the OFO in place through at least Friday.

MRT cited high linepack conditions in implementing a System Protection Warning effective Friday until further notice. See the bulletin board for SPW conditions. The pipeline also said that due to upstream maintenance, it will not be accepting nominations for Oct. 10-11 at the Sligo receipt point.

Transportation Notes

Southern Natural Gas is implementing an OFO Type 6 Friday for long imbalances. Tiered penalties will apply to positive imbalances exceeding 2% or 200 dekatherms, whichever is less. Southern expected the OFO to stay in effect through at least Sunday. The pipeline also declared force majeure and expected to begin maintenance Thursday afternoon on its South Main Loop Line downstream of Wrens Compressor Station; the work is expected to last through Oct. 12 and is reducing capacity in Group 07 East of Wrens by about 175 MMcf/d. See the bulletin board for a list of affected points. A spokesman said field personnel had not isolated the Loop Line yet as of mid-afternoon Thursday, so the work might start later that day but might not get under way until Friday.

Transportation Notes

After implementing a Strained Operating Condition notice Wednesday (see Daily GPI, July 27), El Paso canceled it later that day, saying system conditions had improved due to moderating weather that reduced overall takes. “In addition, customer response has sufficiently balanced receipts to takes,” the pipeline said, adding that linepack had returned to “acceptable levels” and withdrawals from the Washington Ranch storage facility were discontinued.

Southern Natural Gas is implementing an OFO Type 6 Thursday for short imbalances on its contiguous system. Tiered penalties of $1-15/Dth will be assessed for negative imbalances that exceed a threshold of 2% or 200 dekatherms. Penalties will not apply to long imbalances.

Rhode Island, KeySpan at Odds over Security-Related Costs for LNG Project

KeySpan LNG has significantly understated the costs of implementing security measures to deal with the risks associated with the company’s proposal to upgrade its liquefied natural gas (LNG) storage facility in Providence, RI, to an import terminal, Rhode Island Gov. Donald L. Carcieri said last Thursday. He called on FERC to direct the company to pay additional security-related costs.

Tiered penalties ranging from $1/Dth to $15/Dth will apply to net short imbalances on its contiguous system exceeding a tolerance of 2% or 200 dekatherms, whichever is less. In addition, Sonat notified shippers in several system groups Sunday that it would be allocating/limiting interruptible capacity starting either Monday or Tuesday, depending on the group. Due to receipts exceeding deliveries, Southern Natural is implementing an OFO Type 6 for the contiguous portions of its system Wednesday. Tiered penalties of $1, $5 or $15 per dekatherm will be applied only to shippers with net positive daily imbalances exceeding 2% or 200 dekatherms, whichever is less. Citing its everyday procedure, Southern said it will be force balancing during the OFO.
