Transportation Notes

With near-freezing temperatures forecasted in northern Florida for that night, Florida Gas Transmission issued an Overage Alert Day (OAD) Wednesday for market-area customers. The tolerance for negative daily imbalances was set at 25%. The pipeline said it would not interrupt previously scheduled market-area ITS-1 service for Wednesday’s gas day. Customers had been alerted Tuesday to be prepared for the possibility of an OAD (see Daily GPI, Feb. 14).

Dominion said it has determined, based upon current and forecasted weather, that hourly quantities delivered to customers at seven delivery areas in New York (Corning Natural Gas, New York State Electric & Gas, Rochester Gas & Electric, Niagara Mohawk, Niagara Mohawk East Gate, Fillmore Gas and National Fuel Gas Distribution) may exceed what it can deliver without jeopardizing its ability to provide firm services to other customers. Each affected customer “will take whatever action it may deem appropriate, including notification of IT shippers” at affected delivery points, Dominion said. The pipeline said Tuesday it was providing four hours of advance notice that it may issue an OFO that would require customers to limit delivery fluctuations to the areas within one hour. See the bulletin board for other information on the potential OFO.

Columbia Gas said Wednesday’s gas day will be deemed a “Critical Day” in Market Areas 21, 22, 23, 24, 25, 28, 29, 30, 31, 33 and 34. Based on forecasted markets, available facilities and capacity utilization, Columbia projected that all available capacity in those areas will be required to meet firm service obligations, and thus zero nonfirm capacity will be available. Shippers with primary firm or secondary priority rights will not be impacted.

Forecasted weather for the next few days indicates colder than normal temperatures in the Front Range of Colorado, CIG said. With the Fort Morgan Storage Field in Morgan County, CO, shut in due to a well leak (see Daily GPI, Oct. 25), the pipeline has its storage withdrawal capability reduced by about 51%. Storage customers have 49% of their ADWQ (Average Daily Withdrawal Quantity) available until further notice and should adjust flowing supplies to ensure that withdrawals remain at or below their revised contractual limits, CIG said. Additionally, CIG will not be able to approve payback nominations from the pipeline. A spokesman said Thursday the number of area families evacuated due to the leak had risen to 13, and some (but not all yet) were being allowed to return to their homes on a case-by-case basis. There is no projection for when repairs to the well will be completed and service restored at the Fort Morgan field, he said.
