House Cancels Tuesday Vote on Eastern Gulf Drilling Bill

The House Republican leadership Tuesday abruptly canceled a scheduled vote on a Senate bill that would open up parts of the eastern Gulf of Mexico to oil and natural gas drilling, pushing back floor action on the measure to later in the week.

With hot weather having moderated in its Northeast market area, Tennessee canceled Friday the Critical Day 1 OFO that it had issued Wednesday. East Tennessee Natural Gas also lifted its related Balancing Alert OFO (see Daily GPI, Aug. 3).

Late Thursday afternoon Northern Natural Gas canceled a force majeure that it had declared earlier that day after detecting a leak upstream of the Plains Turbine on the Hobbs 26 suction line (see Daily GPI, July 21). On Friday Northern declared a force majeure on the Matagorda Offshore Pipeline System (MOPS), which it operates. A leak was discovered upstream of the Matagorda Island 686 platform, Northern said. Effective Friday until further notice, 14 platforms south of Matagorda Island 686C were required to shut in and were allocated to zero.

Sonat implemented an OFO Type 6 for short imbalances Sunday, then canceled it at the start of Monday’s gas day. The pipeline last week had said it expected repairs to its Hurricane Ivan-damaged South Pass 60 line to last through Feb. 5 (see Daily GPI, Jan. 25), during which it is unable to receive gas at Main Pass 116. Citing delays created by strong water currents, Sonat estimated Monday that the return to service of Main Pass 116 is now around Feb. 10. “Once again, there are many variables when making repairs offshore. Therefore, this schedule could change,” Sonat added.

Northern Natural Gas canceled Wednesday a force majeure declaration related to a mechanical problem with the #26 engine at its Palmyra (NE) Compressor Station (see Daily GPI, Jan. 26). “Operations personnel working through the night returned the engine to service,” the pipeline said. Also, the Demarc allocation that had been implemented for Wednesday’s gas day was lifted beginning with the non-grid process, it added.
