Because of high linepack, Southern California Gas declared an OFO effective with Timely Cycle nominations for Saturday. The LDC said it would assess Buy-Back charges in accordance with its rules and tariffs to those customers who delivered into its system more than 110% of their actual gas usage.

CAISO and SDG&E Repeat Summer Forecast, Conservation Call

Zeroing in on a portion of the state that may be the most problematic regarding peak-demand electricity supplies this summer, the California Independent System Operator (CAISO) and San Diego Gas and Electric Co. last week urged more conservation in San Diego County this summer as an added precaution against supplies getting tight during periods of high peak demand.

Southern California Gas declared an OFO on Timely Cycle nominations for Saturday. The tolerance for excessive deliveries into its system was 10%. The LDC said it would assess Buy-Back charges to violators in accordance with its rules and tariffs. A spokeswoman said the OFO also applied to Friday’s Intraday 1 nominations.

CPUC Weighs in on LNG, Lauds FERC’s Wood

As part of its biweekly business meeting last Thursday, the California Public Utilities Commission (CPUC) passed a resolution urging Congress to adopt liquefied natural gas (LNG) regulatory/safety standards that allow states concurrent jurisdiction with FERC, and specifically to express the CPUC’s opposition to the establishment of an “exclusive” federal jurisdiction.

Transwestern has scheduled all nominations to zero at its Needles delivery interconnect into the Southern California Gas system through March 7 while it installs pig launchers and receivers to improve pipeline integrity. The work began Tuesday. Transwestern also cut La Plata (CO) Station capacity to zero Tuesday as it began three days of compressor unit exchanges; normal station capacity is 500,000 MMBtu/d. The La Plata work affects the Northwest/Ignacio, Williams/Ignacio, BP Florida and Red Cedar/La Plata interconnects. And in another project that began Tuesday, Transwestern is replacing valves at the El Paso Blanco delivery interconnect. There was no flow at the point Tuesday. For Wednesday and Thursday, the Elm Ridge Resources and Red Cedar Arkansas Loop receipt interconnects will only be able to deliver gas to Questar Bloomfield and El Paso Blanco and/or through the Blanco Hub to Thoreau.
