RTOs Continue Down Separate Paths

Congestion is about a $100 to $200 million problem in thePennsylvania-New Jersey-Maryland (PJM) independent system operator(ISO) area, but it is being addressed through a combination ofmanagement and capital improvement steps that include a long listof natural gas-fired new generating plants, according to anexecutive with the PJM ISO’s regional power district, the largestin the nation.

Transportation Notes

NGPL will perform annual maintenance Tuesday through Friday on aunit at Compressor Station 167 (Lea County, NM), reducing areacapacity by about 21,000 MMBtu/d. Depending on nomination levels,only a limited amount of ITS/AOR service may be scheduled for gasreceived in the Permian Zone’s Segments 7, 8 or 9 and deliveredoutside the Permian Zone. The pipeline has scheduled a constructionshutdown of its Old Ocean Lateral for April 27-29. Eight points inBrazoria County, TX, and one in Matagorda County, TX, must takenominations to zero during the outage.

Transportation Note

Dominion Transmission (formerly CNG) is conducting an openseason to solicit interest in high-deliverability, firm,market-area storage to be available in 2003. The highdeliverability storage (HDS) project “includes up to 12 turns peryear, 10-day withdrawal and is competitively priced,” Dominionsaid. “We developed HDS to meet the needs of the evolving,fast-growing, peaking market,” said Paul Koonce, senior vicepresident for Dominion Generation. The open season runs from April3 to May 31, 2000. Dominion’s system offers key delivery pointssuch as its North and South points; numerous LDC citygates; andother pipelines, including Texas Eastern at Leidy and Oakford;Tennessee at Cornwell, Petersburg, Gilmore, Harrison, Ellisburg andBrookview; and Transco at Leidy and Nokesville.

Citing “significant” market area demand, Florida GasTransmission issued an Overage Alert Day notice, with a 6%tolerance for daily negative imbalances, Wednesday for its segmenteast of Station 12 in north-central Florida. The pipeline willreevaluate conditions this morning before deciding whether toextend the notice.

Transco continues to ratchet upward IT availability into itsZone 6 market-area pool. Effective today until further notice, thepipeline said Monday, 100,000 dth/d each of interruptible capacitywill be available through the Linden (NJ) Regulator Station and forLeidy Line deliveries downtstream of the Centerville (NJ) RegulatorStation. It will offer another 100,000 dth/d of IT between Stations90 and 180 in Tiers I and II, but zero will be available in TierIII (Station 180 through East).
